Forget about PD because it is bloated shit. Fucking japs must learn how to optimize their code or die. Use Winny or Share, they suck too but to a lesser extent and have much larger userbase.
Have you set the correct speed for your connection? Also remember that PD requires at least 50KB/s of outgoing bandwidth, if you have exactly that (or even less), there is nothing that you can do (except to move to faster broadband, if you can find AND afford it!)
PD also has some options to limit bandwidth usage, check them out on Options dialog, and see if it works for you.

PD is bloated ONLY because it requires IE for the "zepto server" thingy :( And since Mozilla is even more bloated than IE, running PD on Linux will demand you a yummy RAM slice ;)
you can limit bandwidth on share/pd ports on your router if it supports QoS
netlimiter on windows on linux dunno.
Google is your friend, but they key to limit bandwidth on Linux is on iptables.
